Oscar Salazar, Jr. For HC Justice of the Peace Precinct 2 Place 2
Committed to our community. Focused on a better tomorrow.
Committed to our community. Focused on a better tomorrow.
I am committed to safeguarding the rights of every citizen, ensuring that every voice is heard and that no one is denied access to the services they are rightfully entitled to.
I will consistently uphold fairness and the rule of law in all rulings, guided by integrity and respect for due process.
For those in need, my court will be a resource, providing every form of assistance made available through Harris County programs.
Court proceedings under my leadership will be conducted with efficiency, order, and full respect for the docket, ensuring timely access to justice for all.
Most importantly, I will work diligently to restore balance between our two Justice of the Peace courts, so that all residents can rely on uninterrupted, fair, and impartial justice.
Rent relief and writ of re-entry
One of the jurisdictions of a Justice of the Peace is to hear eviction and landlord / tenant disputes. The county and the state of Texas have programs in which tenants can gain rent relief to avoid an eviction. I vow to always uphold the law and to rule without prejudice.
The community suffers from nuisances ranging anywhere from abandoned vehicles and dangerous animals, to loud noise complaints. A Justice of the Peace has the ability to address these situations by utilizing county resources.
Due to different events, drivers may lose their driving privilege, but that doesn’t mean that you shouldn’t be able to get to work. By granting you an ODL, the court can get you back on track to obtain your regular license.
If your vehicle was towed, you’re entitled to a hearing to determine whether your vehicle was towed legally. If it wasn’t, you would be reimbursed for all of your expenses and costs as a result of the towing.
Small claim cases can be filed when there’s a dispute between two parties over money or property. The court can provide relief in these disputes through small claims court up to $20,000.
Domestic issues sometimes happen, and property can be left behind by accident. Tensions may rise from this situation. A Justice of the Peace can issue a writ of retrieval to give you peace of mind in retrieving your property.
Residents are sometimes victims to predatory credit card & personal loan companies. Unjust and unreasonably high interest rates that arise from these situations violate your personal rights. If elected to serve as your Justice of the Peace, I promise to be a fair judge who will rule within the law and hear these cases diligently.
I was raised in Pasadena, Texas, and graduated from Sam Rayburn High School in 1981. After high school, I had the honor and privilege of serving in the United States Marine Corps—an experience I carry with great pride. I served honorably, and I’d do it all again, in a heartbeat.
In 1995, I married the love of my life, Dawn—a devoted first-grade public school teacher. Together, we raised our two children right here in Precinct 2.
Our daughter, Gabriela, is proudly following in her mother’s footsteps as a first-grade public school teacher. Our son, Nikkolas, will begin law school at the University of Houston Law Center in August 2025.
We’re proud of our roots, our service, and the values that continue to guide our family and our commitment to this community.
I proudly and honorably served in the United States Marine Corps as an F-18 Aviation Ordnanceman from 1983 to 1987. Serving our great country was—and will always be—one of my highest honors and greatest privileges.
After completing my service and returning home, I continued to pursue my passion for aviation by earning my private pilot license at Cliff Hyde Aviation School, while living in La Porte, Texas.
Flying has remained one of my most beloved hobbies—right alongside scuba diving, which continues to fuel my love for exploration and adventure.
Right after my honorable service in the United States Marine Corps, I was fortunate to join Lyondell Petrochemical Co. in Channelview, TX, as a Process Operator. Within my first two years there, my two brothers and I launched the first Mornings Kolaches in Clear Lake in 1990. Today, we proudly own and operate six Mornings Kolaches locations, serving communities across Southeast Houston in Harris County.
In 2020, my Christian screenplay, Prodigal, earned 1st prize in Hollywood’s esteemed Kairos Prize for Spiritually Uplifting Screenplays. This heartfelt story explores themes of race, adoption, love, faith, forgiveness, and redemption. The COVID-19 pandemic and subsequent writers’ strike delayed its pickup by producers. Undeterred, I adapted Prodigal into a novel in 2023, completing and publishing it on Amazon and Audible by late 2024. That same year, South Carolina producer John Ewing III optioned the screenplay, and now Prodigal is in pre-production to become a major motion picture. I’m thrilled to see it come to life on the big screen, trusting in God’s perfect timing.
I’ve had the privilege of being part of this community for many years, working tirelessly to help make it an even better place to live.
One of the greatest joys of this work is getting out into the neighborhoods, meeting the amazing people who make our community what it is. I especially enjoy attending the various civic club meetings—they’re a valuable chance to listen, learn, and understand the issues that matter most to our residents.
And of course, no visit is complete without a friendly game of Bingo! There's always time for a little fun while we work together to build a stronger community.
On a lovely Saturday morning, I’m attending a key community meeting in Pleasantville, bringing warm, delicious kolaches to complement Coach Darryl Linden’s always fresh and hot coffee. Ms. Deborah Adams and Ms. Bridgette Murray tirelessly devote their time to ensure the residents of Pleasantville continue to progress and prosper. This is community service at its finest.
Not every day has to be hard work.
This morning, we took some time to relax at Clinton Park—surrounded by great company, tasty treats from Mornings Kolaches, and a leisurely game of bingo. Always lots of laughs, fun, and some lucky ladies going home with great prizes. They say I’ve got a knack for calling all the right numbers—must be the lucky charm!
I love spending time and volunteering whenever I can with my friends Cowboy, Nancy, and Gil Sanchez of Going Above and Beyond in South Houston.
These amazing folks work tirelessly every week to provide essential household items to the good people of South Houston. Come Tuesday morning, you’ll find long lines wrapping around the Senior Center—proof of just how vital their efforts are to hundreds of families in the area.
While Tuesday is their big day, the real work happens behind the scenes—from dusk to dawn, every day of the week.
I truly applaud their dedication, their passion, and their unwavering service to the community. It's a privilege to witness and be a small part of the good they do.
Jacinto City is home to some truly wonderful residents and outstanding community leaders.
I always enjoy the opportunity to spend time with the amazing seniors here—and of course, I never come empty-handed! I like to bring along some delicious treats from Mornings Kolaches to share.
And yes, there's always time for a mean game of Seniors' Volleyball—don’t let the smiles fool you, these seniors are tough!
It’s always a joy to be part of the energy and spirit of this great community.
I’m proud to call the great South Belt area home. Since moving here in 2006, I’ve loved being part of this vibrant and active community.
From events hosted by Clear Brook City MUD, the South Belt-Ellington Chamber of Commerce, our dedicated Judge Jo Ann Delgado, and our incredible Constable Jerry Garcia—there’s always something bringing neighbors together and building stronger connections.
But South Belt just isn’t the same without the ever-present spirit of Mrs. Marie Flickinger, founder of the South Belt Leader. Her passion and dedication helped shape the heartbeat of this community.
We love you, Marie. And we miss you dearly.
